What the Japanese advised on — not just industrial policy
The decisive extraction finding (資料集 thematic map, pp.179–188; all attributions are Ito’s): the Japanese channel advised across every domain the three carded books claim as their own. Macro/inflation (the 1986–90 demand-vs-supply debate, Weber’s topic). Price reform (coal/oil pricing 1980; two-track abolition 10th session) — while the World Bank warned against rushing it. Planning reduction (guidance-plan → Oct 1984 rules). SEZs (Okita’s Dejima advice → Gu Mu’s zones). And, per Ito, the channel fed China’s two most iconic reform concepts: the GDP-quadrupling target (Okita to Deng 1979 → 12th Congress 1982) and the “socialist market economy” label (from the Jan 1979 “mixed economy” advice).
Reading: the two channels start the same season (winter 1978-79), but the Japanese one starts higher (a State Council adviser, a Deng-initiated standing forum, serving-official members including the SPC’s Fang Weizhong and, from 1986, Zhu Rongji) and never breaks — through 1989, through 1990, to 2000. The Western channel produces the famous episodes and the English memoirs; the Japanese channel produces twenty years of annual advice to the people who ran the plan. The blind spot is not that Japan advised on a narrow domain the books legitimately skip; it is that Japan advised across their own core domains — macro, inflation, price reform, planning — and they could not see it.
