Technology comes in clusters. Radical innovations bunch into successive, distinct revolutions that modernize the whole productive structure, rather than arriving as a smooth stream.
Financial and production capital are functionally separate, each pursuing profit by different means: mobile money seeking returns anywhere, versus producers committed to specific technologies, firms and places.
Institutions lag technology. The socio-institutional framework has far greater inertia than the techno-economic sphere, which competitive pressure keeps racing ahead.
The mismatch is the engine: a revolution races in and finance falls for it, finance then decouples and inflates a bubble, the crash forces the slow institutions to recompose, and only then does a golden age of recoupled finance and production follow. Each surge is launched by a big-bang (a cheap, visibly cost-competitive breakthrough technology) and runs through the same five phases: irruption (the new technology erupts amid decline of the old), frenzy (finance decouples and inflates a bubble in the revolution's infrastructure), a turning point (crash and institutional recomposition), synergy (the golden age, finance recoupled to production), and maturity (saturation, idle money seeking the next revolution). Her five surges with her own dates (Tables 2.1 + Fig 5.2), drawn to scale:

The author
Carlota Perez (b. Caracas, 1939). A practitioner formed in a petro-state planning ministry, writing from largely outside the tenured academy. That trajectory explains both the book's policy confidence and its thin econometrics, and why venture capital rather than academic economics became its loudest constituency.
