Wendy Leutert (b. ). A political scientist who went to the Japanese adviser's own archive, which is why she sees the channel the China-studies mainstream and the reform-debate historiography miss. Her frame credits Chinese agency ('collaging'), which both honors the evidence and pre-empts the charge of overstating foreign influence.

Reception

Part of the 'second image reversed' revival in China political economy (Gourevitch): her National Champions article opens a New Political Economy special section on the transnational circulation of developmentalism (Eaton and Katada, eds., 2022), and the 2025 synthesis is a chapter in Hillman and Ji's CCP-durability volume (Cambridge, 2026). A recent (2021-2025), rising corpus rather than a settled classic.. The corpus is received as the leading recent statement that Japan (and Singapore) were first-rank sources of Chinese reform ideas, a correction to both the Party's self-reliance story and the West-centric reform historiography. Its live critical seam is internal, not external: 'policy collaging' foregrounds Chinese agency (China as active selector), while the headline claims assert strong foreign influence (Japan 'the top focus'; 'greatest influence in industrial policy'). The frame is elastic enough to absorb both, which is its rhetorical strength and its analytical vulnerability. A second dependence is evidentiary: the Japanese side rests on the Okita GRIPS papers and a handful of Japanese-language sources, not the session-level record. SEPARATELY, per the project's instruction: SARAH EATON is the corpus's twin and heaviest interlocutor (33 mentions, co-author on two pieces). Eaton works the RECEIVING end from Chinese neibu documents (keiretsu read as 'faithful servants' of development, Kang 1989; the China Merchants Group reading Singapore's four holding companies, 1995) to Leutert's TRANSMISSION-end Japanese archive; Eaton-Katada (2022) supply the shared 'critical node' theory. Steel-man: the fullest reconstruction in Western scholarship of how Japanese economic ideas actually reached Chinese policymakers, built on Okita's own archive, naming the channel that reached Liu He and the industrial-policy drafters, and the only work that cites both the Western-channel books (Gewirtz, Weber) and the Japan-channel research. Weakest: 'policy collaging' holds strong-influence and full-agency together so smoothly it risks unfalsifiability; the Japanese evidence is the Okita GRIPS papers, not the session record; and Eaton, her heaviest interlocutor, does the receiving-end work she does not. The gap this project fills is exactly the session-level 資料集 evidence she lacks.

Method and verification

Built from full text of Reimagining (2022a), Deepening (2021), and Eaton 2013; abstract-only for National Champions, Temasek, the 2025 chapter, and the SOE monograph (all paywalled; the card absorbs full text when obtained). The two-channels timeline was moved from this card to the reform-knowledge cluster (2026-07-22), where it belongs as the cluster's core comparison. Eaton kept as a separate node set and a dedicated reception block per the project's instruction.
